Problem adding .exe shortcut – Steam forces install

Hello, I have a problem. When I try to go to shortcuts to add the .exe, it doesn’t work anymore. It directly asks me to install the game on Steam, but I don’t have this game on Steam. How can I access the folder where the .exe is to launch my game? Do I need to uninstall Steam?
