Creating multiple accounts is allowed but only one account per device is recommended. If you use multiple on one device and face issues (e.g. when logging in), CF won't help you

As long as u dont sell the account, it's alright to make a smurf to rank with lower rank friends but as NoodleS mentioned, if anything happens CF won't help u.
