Buy requests are requests made by other people where you give them the listed item for the listed credits. They choose what they want and how much do they want to buy it for, and so they make a buy request and if anyone likes the offer then they would give the requested item that they own for the offered credits. That's why you can't fulfill them, you probably don't have the item that they requested. The opposite is Sell Request.
