Slight problem with that: Torn Banners want the Poleman's polearms to be balanced around a Slot 4 primary weapon.
But I guess another problem is that giving the Quarterstaff to a non-Knight class would actually make it good. And we can't have that

I think it'd be about the same as on Knight. Main difference is that Footmen actually have a sprint attack, and stealing a vanguard or knight weapon as Footman would effectively give you two primary weapons (stolen weapon, bandage kit)

Probably because they figured it'd make it a valid sidegrade to the Officer's Greatsword. I don't think it works as well as intended, since Knights will generally want to end fights with as few hits as possible due to their low stamina pool
