I'm not sure if my jumble of text makes sense I'm very tired and very confused with this riddle before us.

if we strip ti down to just the riddle and stop mixing in other arcs, the acrostic clearly spells "whitwe" so that part is intentional, but beyond that every single line emphasizes upward motion

"water rises" -> evaporation
"hidden behind the toils of man" -> industrial processes
"i dream of flight" -> skyward
"there do i rise to see everything beneath the stars" -> high elevation above ground
that combination points less to as pecific structure and more to the result of rising water in an industrial setting: vapor forming clouds. white + rising water + elevation = cloud

feels cleaner than forcing something like tower or boiler. cloud satisfies every line without stretching the meaning

Or alternatively could be the format for the riddle's other answer. But if that's the case then why is there an _, this leads me to think it might not be. Dave's text reads WHY when read vertically just like the WHITE, but I don't see how that helps us.
