I could not fit these into a comment for a suggestion so it's become it's own post but this an addition to an existing suggestion made by: Five

adding onto Kevin Hofers suggestion/comment
You could add tactical backpacks that can hold these items how many slots we get would be up to the devs I'm going to list different kinds of functions these suggested items could have some could be game changing
Food and water could regenerate a small amount of health but also keep the players concentration/focus up which would stop your character from being sluggish and inaccurate
(Can't be efficient on an empty stomach can we?)
Carry different forms of clothing of which can be found in lockers or changing rooms around facilities
Pros: confuse enemies and trick them into letting their guard down and approach you allowing you time to eliminate your enemies keep in mind the NPC's you deceive in the moment could figure out what you're up to if they get too close to you
Cons: changing clothing can decrease carry capacity and can increase hostilities from the likes of D class
instead of stamina system add an adrenaline system with different two different levels of intensity
Pros: When being shot at or you have received a minor injury from an enemy firearm you get slightly increased movement and turning speed
Cons: Hear your own breathing and heartbeat along with ringing in your ears and shaking arms or even tunnel visions from panicking
(these effects should not always be guaranteed to happen but I'm sure a balance could be figured out to keep the realism alive)
Have different levels/grades of armor plating rated to protect you different kinds of pistol and rifle rounds
Light plate carrier: holds one plate and protects the front of your body but leaves your sides and back exposed which is risky if an enemy catches you off guard (best for movement)
Medium plate carrier: holds a front plate and two flank plates to protect your sides with a couple mag pouches (has some turning penalties but hey at least you're decently protected)
Heavy plate carrier: holds a front and back plate and two flank plates to protect your sides (more carry capacity and protection at the cost of movement and turn speed)
Hand held radio system for long for better communication with your team
Can be found in armouries in charging bays with extra batteries for the taking just don't forget to pick a frequency for the team
Pros: Great for communication over distance and makes clearing rooms easier
Cons: Frequency has to be set and you battery life is limited and so is the range
(I hope you found some extra batteries or hope to stumble across a charging bay at a checkpoint)
