The bird needs more health and the dog does too because it makes you more concerned about your ammo. In my opinion theres just too much ammo and health available there are too many supplies lying around

IIRC they said that they are changing the amount of ammo and health pickups
But for 100% sure the solution to ammo problems should not be to increase enemy health
