I heavily suspect after all the changes that this is true only for steam achievements. When we're talking about in-game tracking, it works by the knock and you needing to get the kill, but when we're talking about steam achievements, I'm fairly certain that the way it now works is that you need to both get the down AND finish with that weapon

There was a time that steam achievements only were concerned with what you finished with; I got the grenade one by downing a bunch of bots in Gatka, herding their knocked bodies into a room, and dropping a nade in. I suspect that when they started making tweaks to the system for in-game missions, and tracking how assists/kill steals work, that this affected how the steam achievements tracked

the crosshair movement is irregular because the replay is representation of what happened, it doesn't sample at 60 Hz, it takes samples couple of times per second and everything else in between is calculated from the keyframes
