You have to buy PUBG Plus through Epic's store to have PUBG Plus on Epic. This is because platform holders don't want people buying premium on platform 1, and then playing premium on platform 2 without also paying platform 2 for premium.
It's not a Krafton issue, its a platform issue. Fortnite had a similar cross-progression problem with Sony, and Minecraft (Bedrock) had no crossplay with Playstation for some time.
