All regions originally had the ability to select a map.
NA (and presumably EU) complained about having to face bots on less-popular maps, so map selection was removed for NA/EU.
Before we had bots, you had to wait for around 80 players to join the lobby before the match would start (in rare cases, the match would start after about five minutes regardless).
Bots were added to alleviate queue times and to ensure that maps were full (to an extent), but NA didn't like this so we ultimately lost map selection.

No, it absolutely does lower it. I was at 2 last night, reported someone who killed me through a wall. I logged on after dinner, rep was 1. Played a normal match before casuals, reported two teammates who shot me, trolled us, and intentionally got themselves killed, rep was 0 after the match.

Right click the first one and drag the 2 over into your inventory
IIRC the looting animation works for single items, if you override it with more by dragging it lets you take 3 items in one animation
