#Issue running NUS Downloader on PC

Heya! I've been following the wii.guide instructions for homebrewing a wii, and have made it to this -> (https://wii.guide/cios) page on the guide. My wii is not able to connect to the internet at this time, so I need to run NUS Downloader to download the required IOS files on my PC before I can continue. However, whenever I run the app, I am alerted that I need to install windows .NET framework 3.5 to run the program.

However, I have it installed already. When I click the button to install it instantly tells me .NET 3.5 is downloaded, and then... Nothing runs? I'm a bit confused here, would anyone have an idea what's up, or ways I could get around this? Appreciate it in advanced!

Yee, I did I did. I deleted the folder them tried downloading it again, no dice
