You can not manually change on/off, eula is not needed, never do updates, they do nothing, just can end in a deathloop

Region flag is kept in SYSCONF, and if the region mismatch vWii EULA gets disabled (and so does the WC24). EULA gets enabled when you have NNID connected, we are still not sure how PNID is handling that...

Btw, this bug can even prevent ConnectMii from working...
