All cios and files are in the right path. But once I load wiiflow, it just brings me back in hbc. No image since it’s self explanatory.

Can you please run Syscheck and test all IOS.
When it's done it will generate syscheck.csv file. Power down the Wii, insert the SD into a PC. Drag and drop the syscheck.csv file from the root of your SD into chat.

The offline guide doesn't have u install any wad files
Just download the base wad files and put them on the root.
