To fix it I recommend you use the PC program, ModMii. It has many Wii modding tools or "activities" built in.
Run the region changer guide and change it to whatever region you want to be. Even if it's the same one you should be on. It'll reinstall the sysmenu and fix your issue.
Download and install ModMii to a Windows computer

Launch Modmii Classic (not ModMii Skin)
Read the agreement and type I Agree and press enter.
Type RC and press enter for Region Change + Guide
Follow the prompts/answer the questions.
At the end it will download the required files and a guide. Follow the generated guide closely.
