To help troubleshoot your issue please run Syscheck and test all IOS on your Wii by following this guide:
https://wii.guide/syscheck
When it's done it will generate and display a syscheck.csv file.
If you have an SD, power down the Wii and insert the SD into a PC. Drag and drop the syscheck.csv file from the root of your SD into chat.
If you don't have an SD, you might get an error. Just continue until the report is displayed. You will need to upload the report and link the URL to chat or take photos of the entire report.

Go to IOS
Navigate to each of these IOS slots and delete them:
IOS slots 202, 222, 223, 224, 236, 245, 246, 247, and 248
Then update your cIOS by following this guide closely:
https://wii.guide/cios
Then try using WiiFlow or USB Loader GX again
