yeah, but apparently they don't work the best underwater
and dedicated underwater props would still be cooler
They still work really well
That’s why you use thrust vectoring for extra control
it's a janky workaround
it works, but I'd rather have a dedicated prop for ocean crafts
Custom rudders still kinda work in air
Alternatively, you could use large steam props
Also rudders on a spin block does work just not well
Either way, if you want a custom size water prop, rudders on a spin block is not the way. At one point in time, you could put wings on a spin block, and that was explicitly removed.
there's also only one optimal angle and that's completely flat
Used to be that way it was ridiculously over powered basically light speed
which makes little sense
then they can add resistance and artificially limit it
better than not having it at all

Steam props work for that
not very customizable

Exactly, a) not customizable and b) if you want any kind of power out of it, you have to stack motors
Air props: still more efficient than water props in water 
And requires a giant steam engine this is a headache
That'd be C but yes also valid. You either need a huge stack of motors to get inferior power, or a giant steam engine.
