Neter uses exactly the same system that CC's do. There isn't a different tool for Neter.

The standard difficulty number refers to the number that the deviation goes up and down from

Deviation is numbers of plains above and below that a vehicle can spawn in

A difficulty setting of 80 with a deviation of 2 means it goes between difficulty 75-85 for example

So it's a bit weird in how it works; deviation should be multiplied by 3 to get the actual range, and adventure difficulty scales in increments of 5.

The Crossbones range above means it can spawn from difficulty 26-44 (9 above and below the mean as deviation is multiplied by 3) but due to how adventure works, it can only spawn between ranges 30-40.

If you want something to spawn on one particular difficulty, set the deviation to 1.

Note that the deviation affects the spawn chance as well; the closer to the mean, the higher chance it can spawn within its parameters. It kinda works like a bell curve according to Nick.
