It's available for saving but not for opening. Try Ctrl+O and the only option is the first one.
As a temporary workaround, you can start the lmms from command line with your project as an argument:
lmms path/to/project.mpt

Anyway, I honestly don't know what separates a template from a project file. Far as I can see, it's literally just a different file extension
And anyway, if you want to use a template, put them in your templates folder in your work directory. That way they'll appear in the new from template dropdown
IDK what OP's use case is but templates are text-based and human readable. Sometimes I would modify mpt files using external tools.
You can do that with .mmp files
Just uncheck "compress project files by default" option in settings and enjoy life

You can use new from template, or drag in from the sidebar, but for some reason that option doesn't exist in the open... dialog
Which seems like an oversight, but nothing critical. You can open templates in the other two ways
