I tried downloading lmms and im not sure why, but SDL isnt giving me sound. No preview, no notes playing, no anything. Dead.

I spot this on your picture:
If you have a silence in your sample that is longer than the envelope, it will be silent, But it is easy to test if sample-replay is flawed.
Open Sidebar and find the collect My-samples.
Rest your mouse over any of the factory samples and press left mouse. You should hear it!
You can now drag that sample into song-editor, and you can play it on your computer-keyboard.

I also cant preview samples? i thought that was implicit but i understand? No, i cant play any sample anywhere at all

Have you tried playing wave-files in other programs?
Audacity is a free sample-editor, but many other programs can play wave-files
IrfanView and VLC-player are two good free programs.
If they also fails, it may be a missing of flawed codex in your installation.

No, actually they way i found it was realizing my billie eilish sample wasnt playing when i clicked it-- I exported as wav from audacity acutally. Windows media player has no problems with it and neither vlc
update: reinstallation did nothing

I know little about formats i learned just now thru making more samples via a webservice that apparently wav can have different under-the-hood encoding and such a thing even exists? im just here to fatten the bass, I dunno how to fenagle formats beyond a file extension change, I fully recognize the probability of this being PEBCAK/user error

Oh yes indeed! wave-files from f.i. karaoke sample-packs, can be completely blocked from playing in any other HW, but i understood that yours played fine in audacity? Then you should be able to export it to a normal std wave-file from audacity, but all that is transparent in respect to flaws/ bugs in LMMS, and i regard this one as solved now -Right?
