A lot of the time you don't see improvement, but when you look back at it, a majority of the time you can see change
This was one of my childhood drawings, looks pretty shit
Then I moved onto digital art, and even though it's looked down upon, I traced or when I didn't trace my art was fucking awful
(Top is traced, bottom isn't)
But from tracing, you start to get the general gist of shapes and sizes
So at that point I mostly stopped tracing and got pictures that I would use for references and sizes of shapes, body proportions etc
And over time I got more confident in my skills and took on larger projects (e.g: projects that have more than one thing in them, for example props, or a background, or multiple characters)

If you look at the art timeline I've posted, you can see the change and improvements, and it's alright if it takes time
Because art isn't a thing that most people can pick up on day 1 and suddenly draw game art that makes it into a final cut
I know everyone probably tells you to not compare yourself to other artists (which is true but gets repetitive), but it's a thing that you will have to learn to do, and I know it's a bullshit thing to tell you to not do it since everyone does it
But it'll better you if you create more art, get feedback, then create more art and repeat
But don't force yourself to draw things either (unless if you're doing it as a job or a mandatory thing at school)
Since forcing yourself generates stress, which also affects how you feel while drawing
And how you feel while drawing can affect the drawing itself
So if you feel like you really want to draw and are highly motivated, go for it
(Also I'm talking from a hobbyist perspective and based on my own experiences)
To put it bluntly:
Recieve and internalise the feedback, work on the feedback, whether that be watching tutorials or practicing in general
Then apply it to other pieces you create
Don't force yourself to create drawings if you're doing it as a hobby
And don't beat yourself up too badly when comparing your current art to previous art and to other people's art
Malding over something you feel you did bad won't get you anywhere, but picking yourself up and improving will

depends on the program you use. but usually layers are like... if your drawing is made up of several transparent papers, where you can see only what you paint/draw. usually people will put the lines on the "top" layer, and the color on the "bottom" layer. you should experiment with that.
