what size miniatures? If they're big (like big warhammer ones, not small soldiers) then you can get away with it with some postprocessing.

I was thinking Warhammer scaling which is 28mm if I recall. But I would like to go as small as possible since I'm going to focus on vehicles. Think Bolt Action scalling.

You won't get good detail at that size most likely, depending on what printer you have and the layer height you run at
If it's a Prusa... maybe. If it's something like a Markforged or Stratasys printer, you'll get a good surface finish but lose a lot of smaller details.

If you're going that big it'll probably work, but if you scale the soldiers based on that you'll probably lose a fair amount of detail on the soldiers and smaller vehicles.

Probably not, it may have deflected low velocity projectiles, but the added weight, cost and logistics of supplying troops would this armor would have made it not worth it. Especially after the invention of the tank.
Soldiers tend not to like carrying around extra weight of questionable utility. During the Civil War body armor was usually the first thing soldiers threw away

Reading about the Soviet "Steel Bib" and it seems one of the largest criticism was the difficulty of crawling, which would be a problem in modern open warfare. Not being hit is better than being hit and surviving
