Russia has been very overt on it's aims to reconstruct and maintain the old Soviet sphere of influence as far as it could. It's succeeded in Belarus, and Georgia in the past and Ukraine now are examples of what happens when the sphere slips.
Russia is trying to maintain its imperial stronghold, and Ukraine is, like Georgia before it, an overt example to the post-Soviet states as to what happens when you slip from the Russian sphere.
It is not hard to see what threat is being made to the baltic states: If Russia got the chance, they would become puppets like Belarus. So Estonia is calling Article 4 probably to make a response by NATO, especially that in relation to where this attack on Ukraine for leaving the Russian sphere of influence is a threat being made to the other post-soviet states' political independence and security.
