Nobody here wants to give players a poor experience. There are reasons rules are in place.
1st pinging devs would only get them to ban you, not the mods.

2nd, we really don't know what he did to warrant the vote kick. Either he really was being problematic, or he was minding his own business, or a mix. Made a mistake and players didn't like that.

3rd, the vote kick is a brief moment of removal from the game. It's really inconsequential to the larger experience.

Whenever someone is legitimately sabotaging I just say something and they get removed pretty quick (yes this was someone driving supplies into enemy lines and then laughed at me and said "screw wardens" when I said something)

they present a buffer that the enemy has to chew through giving enough time for support to come. infantry without the proper equipment can't deal with them. they deny infantry from an area much like rifle garrisons, which both can have AI inside them, but they need not be connected to a base to function and can be built very quickly and cheaply

often they are just temporary and will get torn down to put in stronger, more effective structures like rifle garrisons

other times they are all that are needed, like to deter partisans from attacking scrappers working the fields

Level is a number indicator of how many commends you have generated. It is done by performing actions such as mining, refining, building, factory work, and I believe kills and destroying hostile buildings.
Rank is the rank indicator gotten by receiving a set number of commends by your team mates. This is simply increased by getting commends from other players. @karmic ether

As for the Scorpion: It is new. I expect it will get nerfed.

I want a fair and fun game for both sides. Asymmetry is nice, but there is too much "one side gets important gear at certain stages while the other doesn't" going on for both factions.

So for context the situation was that some WN member were camping a sulfur mine with petrol as some TLG members arrived and started locking and squadlocking vehicles and team equipments at the sulfur mine as well as screaming at them in French

TLG’s history isn’t clean in any way , as they have been denied access to the warden French alliance after various unacceptable action and they have been described as, and I quote, “obnoxious to deal with” by various known warden leaders and veterans

It was a somewhat unprofessional way from my side but that was after we asked them to stop multiple times and then the situation has escalated into teamkilling (as far as I know) one of their members twice
