Eh, the problem really isn't the foot soldier, most clans tend to have a hierarchy already and there's always people following orders in the end, the problem comes with the clans "heads" since they consider themselves all at the same level you can't force them to do stuff

You’re right most of which soldiers aren’t the problem it is mostly clans not organizing or not wanting to partake in certain operations in certain aspects you can’t force someone to do some thing if they don’t want to do in this setting

If devs did something like "we are going to ban the clans that don't follow x rules" then most clans would cooperate because the last thing those that are power tripping want to is lose their status
