With the PPSh upgrade it's really odd
The PPSh package overall is regarded as pretty bad for its price (75 ammo YIKES)
It doesn't fit mosins damage scale
(which you have a few of left in the squad)
And the hit the dirt is completely unfitting with the weapon.

so they just get flat % increase on higher difficulty. which is why you either dominate when they get no bonuses. or are stronger with flat increase

the issue I have with cranking up the difficulty past prince the one after is that they just start getting artificial bonuses to make them """harder""", which I'm not a fan of. and even then their tactics are not great, they really get absorbed into making one unit type instead of diversifying and just using those cause they get modifiers so they're just by default better against you instead of strategizing and figuring out what unit they need where
