yes and no, Cloudflare acts as a CDN, Content Delivery Network, if it goes down the websites behind it are still alive, they just need to heavily protect and add themselves to a new DNS record, the site and all of it's content is still okay as it is hosted by the registrar

CDN acts as a firewall to prevent port scanning and unauthorized access.

The IP address is just tunneled

So while it would be bad for cloudflare to go down, the site is relatively unharmed. And if the site is using UFW and other things, it may not need CDN to function at all
