Is community staff a lower tier of moderation than the actual mod team?

I am currently running a decent size discord. But one of my problems is the largest user base is younger.
Younger to a point where some of the kids genuinely would be bad mods, just due to maturity stuff.

I am brainstorming (or trying to) a means of making a sort of, helper-y role that isnt attached to the mod team so much, so thats why I ask - just because the sheer numbers they offer would grant enough information to vastly empower the existing mod team, that is somewhat smaller, but all much more mature.

I might steal the idea. That's kind of what I'm looking for.
