Kane feels fixture proof but bringing him in against city is a bit sideways from mitrovic vs chelsea

i dont think bringing in kane vs city is the most effective move (although he can score vs anyone), when you could wait a gameweek.
i think just using one transfer this week is fine, as your team is pretty good apart from liverpool.
i would look to bring in one arsenal attacker for one liverpool attacker, and have two ft for next week.
ik gw 25 is a few weeks away, and you have the transfers to deal with it, but just keep in mind that two out of three of your starting defenders will very likely blank in 25.
