The starship upgrade vendor has a mix of Bind on Equip and Bind on Pickup parts. If you're looking for resale make sure you're buying BoE parts.

IIRC some of the parts that are Bind on Pickup on the vendor have Bind on Equip versions made by Cybertech crafters.

That pop up does not say you can't, it's telling you if you list it you will no longer be able to return it to the vendor for the original purchase price (that ability lasts for a short time in case of wrong or duplicate purchases, if you say yes proceed you should be able to list it. If you say no then it will continue to do that until that timer runs out. After which time it would not do that.

you can force a timer to end by mailing it to yourself or putting it in legacy cargo hold in some cases

I haven't ever bought those to resell so can't say for sure .... but they may not be, it's possible that the ones for sale are crafted ones only

yeah that tells you binds on pickup ... if you aren't going to use it on your ship on that character you need to return it to the vendor before that timer expires
