They do bad damage since 7.1 you should pick madness for actual damage

so play madness

so get the tempest of rho tactical
and 110% accuracy
Mark here says 7.2% Alacrity, but many of the higher level players i've talked to prefer around 8-10%, and then dump rest into crit rating
