Unfortunately Mega Pidgeot has been in raids multiple times, plus there was special research which gave free energy for it, and there is always a field task which rewards the mega energy for it. So it's not interesting to remote raid. There's also the fact that Flying as a typing is not very useful for raids.

IVs do matter, but what they are depend on the use of the pokemon. For PVP you want a specific IV spread in the lower leagues, and for raids ideally you want the best possible IVs. Shadows are expensive investments in terms of stardust and candy, so it’s not economic for an regular player to invest in multiples of the same pokemon.

However, for you to unlock the next Giovanni special research (likely to be released on 1 September or around then), you'll need to complete the research you have pending right now. For that you'll have to use up the radar (on any whichever shadow legendary is available).
