Because 'high' speed turns out to be slow. Confusing to newbies.

Your suggestion cannot be considered a valid issue since the only problem you face is the language.
For your convenience, the icons are different for both and convey an universal message with them.
Please refer to icons if you find the language confusing at times.

It is the interval between shots.
So, shorter the interval, faster the attack rate.
