The 255 playercount server browser issue has happened recently in tf2 and it exists in cs 1.6, CS:S and csgo if you see any 255 servers on the server browser please work on a system that bans those malicious servers automatically

yeah most of them are russian servers that use this method of "advertising" their servers by populating the playercount to 255 and duplicating the servers using proxy
