The downside of course being that if you aren't standing near the Civ, his buff does nothing.
Visual idea being him holding an overstuffed wallet in his left hand, and handing off a crisp bill when applying the buff with his right. Melee attack would be a limp swat with his bare hand.

Not a bad idea but tanky enemies might not be good for the game. If
I had the same thought, but I think the 45s cooldown + having to babysit the fat man is a big enough downside to allow up to 50% DR/12.5hp regen for a short bit.
almost like a battalions backup alternative with more downsides
I think tf2c right now is rather lacking in defensive-oriented unlocks, tbh
this would be a nice option for civvies who want their team to stick close rather than running off into danger the instant he bestows his buff
You don’t need to buff his aura since he already has insane amount of aura compared to the other classes
Just like how Engi has metal, we can give Civ a 'cash' resource
Starts with 50 cash, each buff uses 10. (And, in a time where a leather billfold wallet is $2.98, you could probably bribe with $10)
-Not gained via dispensers
+10 cash on picking up an ammo pack
+3 cash if a buffed teammate gets a kill
