This happens because you're firing before you jump

that sounds like itd lead to jumping when u dont want to
the rocket launcher launches u while on the ground because thats how explosion knockback works
because explosions deal way more knockback
visually it wouldnt make much sense for the twin barrel to launch u upwards if ur not already on the air

The reason is quite simple
because when you press M1 with the rocket launcher
it doesn't launch you the moment you press it
it's the projectile hitting the floor what sends you away
and that is not instant
instead twin barrel being... the thing itself that pushes you, not a created projectile from it
launches you the instant you fire it
