I kinda want to see the Sandman in TF2C, but I 'm a firm believer that it should have been a ranged damage weapon instead of whatever we got in live, so here's the stats I have:
M2 to fire a baseball that deals 50 DMG (from 15 in live TF2)
Ball recharge: 8s (from 10s in live TF2)
-) 20% swing speed penalty (?)
-) 50% less ammo for secondary pistols
-) 66% longer recharge for secondary throwables
The idea here is to make the baseballs a main source of ranged damage.
Up for discussion.

Possible alternative stats:
M2 to fire a baseball that deals 35 DMG (from 15 in live TF2) and stuns players for up to 4s
Ball recharge: 8s (from 10s in live TF2)
-) 20% swing speed penalty
-) On secondary miss: 20% movement speed penalty for 5s
