I don't know for sure, but it probably tracks the decimal but just doesn't show it in you're stats. Which is probably why sometimes after maxing a game, you have a few more xp then what is actually required to max. So to answer question: technically it does round up when showing your stats, but when keeping track of your stats it keeps the decimal without rounding up.

TLDR: Hive doesn't show decimals when displaying stats but keeps track of them when keeping track of stats
