For starters the way Roz worded it and Dan perceived it I'm fairly certain are two different ideas.

Roz wants to be able to vote someone to block their vote on a map. This unfortunately doesn't stop a landslide (Castle Town) vote

Dan perceived it as outright kicking someone they don't like from the lobby (someone that will report them for cheating).

The core reason being parties have an overwhelming vote regardless, Blocking votes (Roz) would not have an impact because the current map selection is more than 50% Office/Castle/Backrooms. Meanwhile Dan's intention is to evade Hive's rules so a system like this should mever ever be added.
