Because Steve is not a full 2 blocks tall, he has a little bit of wiggle room to work with when jumping. This can be seen by simply pressing jump under a low ceiling and going up just a little bit. If you time a jump just right and jump off the block with the low ceiling while moving off of that block, you can manage to jump around said ceiling
