That's because the person who got their account stolen has to do it. Having someone else do it makes the support team skeptical that you could be the stealer, or in the midst of trying to steal it.

That's why they prefer the problem be from the person itself, rather than someone else doing it for them, because they could be in the wrong.

As much as I agree that they should add that, upgrading it to where they see their time and money spent on the game in a certain location/account, they only rely on email verification, unfortunately.

That's already happening, and why a lot of people don't wear that stuff unless with friends or in private. Still, it's the person with the issue that needs to speak up, not some random person on behalf. It's risky to the support team than it is to you and the victim. You won't get help at all from it.
