I saved a build with the skybox on RRS, but it doesn't show in-game? Did i upload it wrong?

hm check your restore saves, there should be one from the device "rec room studio"
if you cant click it, wait for studio to save (it takes a little over 14 minutes after you hit upload to actually upload)

when you hit upload, did you click the toggle that is called "start build" that NEEDS to be on for whatever stupid reason

I had this issue before. Was as simple as me uploading to the wrong subroom. Make sure you are uploading to the correct subroom aswell. If you need help adding it I can help you
