Ok, This post seems like you're asking for 1 thing, but you're really asking for a lot at once. I've slapped this together since I saw this post. I'm not caring too much about networking here, if you want to optimize this you can. But this'll get you started.
Oh, I have a 50% chance at getting the inputs for the subtract chip correct, if the light is pointing backwards, just flip the inputs 
The on release, and the quaternion create chip is where your "default" rotation is when this is turned off
You'll have to set that up yourself.
By this I mean, when the light isn't supposed to follow a player with x role, then it's pointing at the defined quaternion.
How would you find this out? You could use the rec room object get first with tag, get rotation, to string, and a player show subtitle chip, hooked up to a 30hz. This output will be the float inputs for the quaternion create chip

How whould i make it point at like my torso
replace the get position as that points to the spot on the floor where the player is, with player body position

The most you can do is change the intestity input on the stage light 
There's no config options that I can see in a R1.0 beta room.
