I'd expect it to come with the hat, and be pleasantly surprised if it comes sooner.
They just got off break, and Im sure there were thousands of surveys to go through.

"you'll receive 25,000 tokens AFTER January 2nd, 2024" This means it could be as early as January 3rd, it could be January 23rd, it could be March 5th. You'll get them when you get them and it will likely be before the end of March when they release the hats. It's not like they have to make the tokens like they still need to do for the hat. But, it takes time for them to go through all the surveys and verify the user deserves the 25,000 for meeting the 8 hours and answering the feedback.
