You can get tokens by completing daily challenges and/or the 10 daily activity boxes.

You can get 1 box for your first game, 12 activity rewards and your daily challenge each day. They all have a random chance that could include 10 to 120 tokens. Just play RRO games, like paintball and such till you get all of the ones for the day.
As for earning tokens, the reason it is limited to RR+ is because they can in turn pay you and the whole mechanic is so they can make money too.

How would Rec Room be making money from giving you tokens for free in a free to play game?
Yes, some people buy tokens, just like some people have RR+ yet they still don't get any earnings. Rec Room takes 30% cut, so 70% goes to the creator and that is part of their way of "taxing the system" to drain the market. If they didn't do that, then the circulation of tokens would be so high that there would be no need to sell them.
