Try resetting your internet modem

And if that doesn’t solve your issue, a support ticket may be in order. Looks to be that this error is occurring more often

Never seen error code "can't play" before....

Like Pretzel mentioned, restarting things sometimes helps. If it does not, see if you can get on rec.net again, do you get an error 403?

If so, you an ping Rocko_ with your in game @ name and he can possibly help you out.
