they do it very rarely nowadays which is sad. but when that time comes the #tutorial-videos channel opens and you can submit videos and see if they qualify for gowns. it usually opens once every year so it might open by the end of 2023.
the last time was january-february but that was with a new system that sorta failed in the end. the time before that was exactly last year around september 2022

this time tho i feel like we will be waiting a long time. i would be surprised if it opened this year.
