They can't join a private room unless they were invited. Bottom line is, if you are going to do stuff that may violate the CoC, do it in a private space where everyone it OK with it. Don't matter if you think one person is "spying" on you or not, they obviously did not like what you were doing and found it inappropriate enough to file a report.
