Seeing that it looks like you are on mobile, if you did all that, have you tried over your regular data and not on WiFi?

Probably your IP being blocked if so, Open a support request on Zendesk or ping/send a DM to Rocko_ with your in game user name and he might be able to help you. Being it is a Sunday on a holiday weekend, it might be a bit till you hear anyhting back.

If you are at least getting the notebook/403 errors, that means you are attempting to connect to the servers. It could be that your being blocked for that region. Like some players in particular regions have to play on a VPN, that could be your case there.
