Probably because they have already used their limit for the day or the system thinks they have abused the system, I really have no idea, just speculation.

Thankyou for answering, a player who was a lil toxic had no options when I bought up their profile ,it said no options to votekick or report that person .

Had you reported/vote kicked someone recently?
Otherwise, there was an issue with some people using scripts that would break the report, could have been a case of that. In that case, the best thing to do is to take a picture of their profile, record the incident if you can, then report them through Zendesk.
