Just so you know, I can understand why you feel that way (I've encountered that as well).
While it is annoying to go out of my way to do so mid-game, I'm still more for reporting the bad players (if only ^Paintball, ^LaserTag, etc. had more time post-game so I can still pick my rewards and get enough time to properly give the correct report when reporting them).
Separating the user base into those below the threshold and those at the threshold will indirectly make some players feel that they are better than others, thus causing potential toxic elitism in the community.
That actually reminds me of those yelling loud, raging (or even just insulting the losing team, which I've also witnessed before) ... does the automatic voice moderation pick up with a player's microphone has been at or above a certain decibel threshold for some time?
